The rural penalty isn't about driver behavior

It's largely structural. Rural roads carry higher speed limits — often 55 to 70 mph on undivided two-lane roads with no median barrier — and crash energy increases with the square of speed. Emergency response times run significantly longer in rural areas, cutting into the window that determines whether a serious injury becomes a fatality. Undivided roadways make head-on and run-off-road crashes — two of the deadliest crash types — far more common than on divided urban arterials. And rural seatbelt compliance lags urban compliance, so when crashes do happen, they're more often fatal.

A trend moving in different directions

From 2014 to 2023, rural fatality rates actually fell 10%, while urban rates rose 41% — reflecting rising pedestrian deaths and distracted driving in dense areas. Despite that shift, rural roads remain significantly more deadly per mile than urban ones.
